There are normally four at each event, one of whom is a former driver — included so that the panel contains someone who has actually had to make the decision under discussion at speed.

They act on referrals from the race director or on their own initiative, and they publish written decisions. They are deliberately separate from the race director: one runs the event, the others judge it.
